Many countries have extradition agreements that spell out the conditions and process for extraditing people between the two countries. In order to avoid extradition, alleged criminals sometimes flee to countries that do not have extradition laws.

One of the most famous was U.S. financier Robert Vesco, who was charged with securities fraud. He fled the U.S and lived in a number of Central American and Caribbean countries. His elaborate attempts at eluding the courts included trying to buy an island from Antigua so he could create an autonomous country and make his own laws.

His plan to set up a banana republic failed. He eventually settled in Cuba where he was sentenced to 13 years in jail for illegal economic activity. He died while carrying out his sentence.
