WORD ORIGIN

The UK Home Office defines anti-social behaviour as that "which causes or is likely to cause harassment, alarm or distress to one or more people who are not in the same household as the perpetrator. Among the forms it can take are graffiti, abusive and intimidating language, fouling the street with litter, drunken behaviour in the streets, dealing drugs, and excessive noise, particularly late at night."

This last point is taken seriously. A four-year-old cockerel in Selkirk was once handed an ASBO because neighbours had raised a court action against the bird's owners to stop its early morning crowing. Neighbours had complained the cockerel was crowing from 2:30 a.m. and exceeding a 30-decibel limit set by World Health Organisation guidelines.

The court ordered the cockerel, which goes by the name Charlie, locked up in lightproof accommodation every night between 8 p.m. and 9 a.m. from 1 May to 30 September and between 7 p.m. and 7 a.m. for the rest of the year. Charlie's owner, who was astonished at the neighbour's reaction and the response of the court, commented, "You would think I had killed someone by all the fuss that has been caused."
