WORD ORIGIN
Panopticon was coined in 1791 by Jeremy Bentham, from Greek pan- ("all") + optikon (from optos, "seen, visible") — literally "the all-seeing place."
The root opt- is quietly everywhere in English: optic, optician, synopsis (a seeing-together), and the marvellously compact autopsy — which means, with admirable directness, "seeing for oneself." Pan- surfaces in pandemic, panorama, and pandemonium — the last being, etymologically, a place where all the demons live, which may also describe your inbox on a Monday morning.
Bentham himself was a philosopher of such endearing peculiarity that he left his body to science on one condition: that he be dressed in his favourite suit and displayed in a wooden cabinet. He remains there to this day at University College London. The man who spent his life designing a system for watching others ended up as a permanent exhibit. He also described his prison as "a mill for grinding rogues honest" — a phrase that tells you everything you need to know about eighteenth-century optimism. His design was never built. He lobbied Parliament for two decades, spent a considerable personal fortune, and died in 1832 still waiting.

BEING WATCHED
There is a building in Amsterdam — the Koepelgevangenis, or "Dome Prison" — where the architecture itself is the argument. Stand at the centre and every cell is visible. Stand in a cell and the centre stares back. The building operated as a prison until 2016. Today it hosts corporate events and art exhibitions, which is either deeply ironic or perfectly appropriate, depending on your relationship with open-plan offices.
The word's second life came in 1975, when French philosopher Michel Foucault used Bentham's unbuilt prison as the central image of his landmark work Discipline and Punish. His argument was not really about architecture. Modern societies, he claimed, had quietly dispersed the panoptic principle far beyond prison walls — into schools, hospitals, factories, and eventually the internet. The panopticon, he suggested, was not a building. It was a way of thinking about power.
The key mechanism is worth pausing on: the warder in Bentham's tower cannot watch every cell at once. He doesn't need to. Prisoners, knowing they might be observed at any moment, discipline themselves. Visibility becomes the instrument of control, not the guard. A single speed camera on a long open road slows traffic for kilometres in both directions. The camera need not even be switched on. That is the panopticon at work.
The same principle operates rather closer to home. Researchers once placed a photograph of human eyes above a university coffee honesty-box. When the eyes were "watching," people paid nearly three times more for their milk than when a picture of flowers was displayed instead. We are, it turns out, wired to perform for an audience — even an imaginary one.
Which brings us to today. Chicago has up to 45,000 surveillance cameras — among the highest numbers per capita in the US — connected into a single integrated network that can track a suspect across the transit system in real time,... one of the most comprehensive urban surveillance grids on earth.
