The expression "take it as read" stems from parliamentary procedure and rules that govern how official meetings should be held. For instance, after the minutes of a meeting are written, it's common for members of a group to accept them without actually reading them, thus taking them "as read." Be aware that in this expression, "read" is used in the past tense and is pronounced like the colour red. This is a peculiarity of the English language that can drive non-native speakers mad sometimes.

But as the old saying goes, "Rules are made to be broken." Henry Martyn Robert was not a believer in this philosophy though. Robert was an officer in the U.S. Army in the 19th century. One day he was asked to preside over a community meeting being held in the local church. It occurred to him that he did not know how. He tried anyway and was completely embarrassed by his performance.

He eventually found a few books on the subject of holding meetings and began studying them. From time to time, his military duties took him across the United States where he discovered that various parts of the country had different ideas of correct procedure. To bring order out of chaos, he decided to write Robert's Rules of Order, which to this day is a standard work for conducting meetings.
