Probably a colloquial alteration of sumptuous. Originally "stylish, splendid;" sense of "delicious" is from 1881.
Other Usages:
Truly Scrumptious is a female fictional character in Chitty Chitty Bang Bang: a 1968 film is based on the children's novel of the same name by Ian Fleming. She does not appear in the book. In the film the character is portrayed by singer/actress Sally Ann Howes.
In August 2012, German model Heidi Klum unveiled her "Truly Scrumptious" collection for babies and kids in New York City for Babies"R"Us stores, thus showing how far advertisers can stretch the traditional meaning of words.
