Rogue state is a controversial term applied by some international theorists to countries they consider threatening to the world's peace. This means meeting certain criteria, such as being ruled by authoritarian regimes that severely restrict human rights, sponsor terrorism or seek to proliferate weapons of mass destruction.

The term is used most by the United States, though the US State Department officially quit using it in 2000. However, it has been applied by other countries as well. The U.S. currently considers Cuba, Iran, Sudan, Syria and North Korea rogue states. In 2002, the George W. Bush administration adopted the phrase "Axis Of Evil" to refer to Iran, Iraq and North Korea.

Rogue states can also be differentiated from "pariah states" such as Burma (Myanmar) and Zimbabwe who allegedly abuse the human rights of their populations while not being considered a tangible threat beyond their own borders, although the terms have been used interchangeably.

Rogue is a 16th century word that originally referred an idle vagrant, which may tie its origins to the Latin "rogare" (to beg, ask), and the obsolete slang roger (a vagrant beggar). Another (unconfirmed) suggestion is that rogue is a shortened form of roger (with a hard -g-), thieves' slang for a begging vagabond who pretends to be a poor scholar from Oxford or Cambridge.
