The acronym quango has its origin in a humorous shortening of quasi-autonomous NGO, a non-governmental organisation that performs governmental functions, often by means of funding or other support from government. Think of it as the outsourcing of government functions.

In 1997 the UK government defined a quango as, "A body which has a role in the processes of national government, but is not a government department or part of one, and which accordingly operates to a greater or lesser extent at arm's length from Ministers."

In contrast, "normal" NGOs (non-governmental organisations) typically fund their operations through public and private donations. Because quangos are funded by taxpayers, they receive more scrutiny and are more controversial. And the simple fact that they are seen as instruments of government make them suspect to many people.

As the American politician Daniel Moynihan once said, "The single most exciting thing you encounter in government is competence, because it's so rare."
