pen pusher noun phrase, slang

Auden was referring to the "pen pusher" (also pencil pusher), the origin of which traces back to the days before office automation when office workers spent their day filling out endless forms, writing memos or completing financial ledgers by hand. Office workers now perform much of the same work, just with "Word", "Excel" and "Outlook".
Although the pen pusher has now been transformed into the "keyboard tapper", the amount of paperwork generated hasn't necessarily decreased. A UK research found that the average employee uses 10,000 sheets of paper per year, and as many as 6,800 of those sheets are wasted. That's a lot of "treeware"…
