--- Fine art (also used in the plural in the same sense) is something that is appreciated for its aesthetic qualities, such as painting, sculpture, music and poetry. The implication is that something described as fine art has more aesthetic than practical value.
On the other hand, while the term art is often associated with aesthetics, it can also refer to skill that is attained by study, practice, or observation, such as in "the art of medicine" or the "art of selling." In the expression "down to a fine art," the adjective fine is used to denote quality, thus turning the phrase into a way to note that a person is very good at something in particular.
