A signer of the Declaration of Independence and America's fifth vice president, Elbridge Gerry is most famous for his shameless political calculations.
"Gerry... devised a new arrangement of constituencies which was designed to perpetuate the power of the Democrats. A map or sketch of one of the more eccentric of these constituencies was hanging up in the office of one of Mr. Gerry's opponents as an exhibit. The well-known American artist Gilbert Stuart walked into the office, saw this hanging there, and said: 'What in Heaven's name is that?
