Until 2013, Great Britain operated a national social fund that gave small emergency loans to poor people to help them through short-term crises. The fund was abolished and replaced with a food stamp program similar to what the United States has operated since the 1960s.

The term stamps stems from the US program, which at first used paper coupons bound into booklets of various denominations that could be torn out individually like postage stamps. The rectangular shape resembled a US dollar bill (although about 1/2 the size), including printing on high-quality paper with watermarks.

In the late 1990s, the food stamp program was modified, with some states phasing out actual stamps in favour of a specialized debit card system known as electronic benefit transfer (EBT), provided by private contractors.
