One of the more popular theories about the origin of the expression "flash in the pan" is that it derives from the California Gold Rush days of the mid 19th century. Prospectors, those who were searching for their fortunes in the California foothills, used pans to sift through the dirt and rock to find nuggets of gold.

When something suddenly glinted – or flashed – the prospectors became excited because they thought it was gold, but then they would be disappointed when they determined that it wasn’t gold after all. This seems like an appropriate explanation, partly because it ties in nicely with another phrase "it didn’t pan out," which is used to describe the disappointment of something not turning out as planned.

The real origin is related to guns however. Flintlock muskets, an obsolete gunlock in which a flint fixed in the hammer produces a spark that ignites the charge, used to have small pans to hold the gunpowder. Whenever the gunpowder flared up without a bullet being fired, which happened from time to time, there was literally a "flash in the pan."

Etymology of flash: from the late 14th century "flasken," meaning to dash or splash, as in water. This was likely imitative of the sound. The sense of "give off a sudden burst of light or flame" is from the 1540s, as is the noun. The meaning "photographic lamp" is from 1913. Flash in the pan is from around the early 19th century.
