Cementing ties is a figure of speech based on the verb "to cement", meaning to bind or adhere, and the noun "ties", which refers to a connection such as in a relationship. Thus to "cement ties" means to develop a firm relationship. The phrase is used primarily to describe business partnerships between companies and economic or diplomatic relationships between countries.

Not all reports that we hear about two countries "cementing ties" make sense on the surface. Former enemies sometimes become friends, or at least agree to sufficiently tolerate one another. Such was the situation between the United States and North Vietnam, two countries that established diplomatic relations for the first time in 1995.
