Hue and cry is a historical expression that dates back to English common law (The ancient law of England based upon societal customs, which was recognized and enforced by the judgments and decrees of the courts).

In common law, a hue and cry is a process in which bystanders are obligated to assist in pursuing a criminal who has been witnessed committing a crime.

The Statute of Winchester (13th century) stated that anyone, either a constable or a private citizen, who witnessed a crime shall make hue and cry, and that the hue and cry must be kept up against the fleeing criminal from town to town and from county to county, until he is captured and delivered to the sheriff. The law even stipulated collective punishment for groups that failed to hue and cry.

Hue and cry is actually a redundant phrase, given that in this context "hue" means shouting or an outcry (from the Old French hue, meaning "outcry, noise, war or hunting cry"). The modern sense of a cry of alarm first surfaced in the 15th century.
